Hazardous Materials Tunnel Restrictions

BULK PACKAGING is defined as:

• A maximum capacity greater than 450 L (119 gallons) as a receptacle for a liquid;
• A maximum net mass greater than 400 kg (882 pounds) and a maximum capacity greater than 450 L (119 gallons) as a receptacle for solid; or
• A water capacity greater than 454 kg (1000 pounds) as a receptacle for a gas as defined in §173.115 of this subchapter

• In accordance with §172.504(f)(2), a FLAMMABLE placard may be used in place of a COMBUSTIBLE placard on -
  (i) A cargo tank or portable tank.
  (ii) A compartmented tank car which contains both flammable and combustible liquids.
  
  COMBUSTIBLE Liquids in bulk, utilizing a FLAMMABLE Placard, are permitted through the tunnels. The Shipping Papers, Bill of Lading, or the Safety Data Sheet can be used to determine if the material is a Combustible Liquid.
• In accordance with §172.514(a)(1), a bulk package containing a hazardous material in transportation, shall affix the placards specified for the material in §§172.504 and 172.505, unless it is sufficiently cleaned of residue and purged of vapors to remove any potential hazard.
• Refer to CFR § 173.120 and §172.504(f)(2) for additional guidance. It is the responsibility of the shipper to ensure appropriate labeling and placarding of loads.
