| The President has issued a proclamation in memory of Thomas S. Foley, former Speaker of the House of Representatives. As a mark of respect, the US and State flags are to be lowered to half-staff on Tuesday, October 29th, 2013. Flags shall remain at half-staff through sunset on the 29th.
