Three Firms Interested in Finishing Turnpike Expansions

Public-Private Partnership, or "P3" sought for three remaining sections of the Mon-Fayette Expressway and Southern Beltway highways near Pittsburgh

HARRISBURG, PA — The Pennsylvania Turnpike Commission is interested in completing the construction of the Mon-Fayette Expressway and Southern Beltway with private-sector financing. The commission issued a Request for Concepts and Solutions (RFCS) Sept. 17, 2008 to identify potential private partners interested in financing, designing, constructing, operating and/or maintaining all or portions of the unfinished segments. The deadline was Jan. 15, and the Turnpike received three responses.

Provided below is a summary of the submissions.

One response came from a team of familiar regional companies, and the others were from two of the top transportation developers in the world. All teams comprise capabilities to design, construct, finance, operate and maintain the new roads. Each proposal indicated that further analysis is necessary before providing dollar estimates. Respondents noted that additional team members may be needed to advance certain aspects of the projects. The next step is to carefully analyze the documents provided by responding consortiums.

The 50 miles of limited-access tolled expressway not yet under construction include the 24-mile Mon-Fayette Expressway project in Allegheny County north from Pa. Route 51 in Jefferson Hills to Interstate 376 in Pittsburgh and Monroeville and two Southern Beltway projects that would extend the beltway 26 miles to the existing Mon-Fayette Expressway in Union Township, Washington County. These sections are contiguous with other sections of the Mon-Fayette Expressway and Southern Beltway that are open to traffic and currently being operated by the Pennsylvania Turnpike Commission.
